I think it's mostly because they are a new platform, not aiming to compete with YouTube. They're also focussed on education, and creators have an actual stake in the company. So I understand why they don't want just anyone signing up.
I'm not sure how you join as a creator, probably because, again, it's a new platform. You can probably get more info by emailing them.
