I am not a historian. But my understanding is that for decades after the statue was inaugurated, European immigrants were processed on the nearby Ellis Island so they assumed the statue in New York harbor was there to welcome them. It was the first thing of America they saw after a long ocean voyage to a country they didn't know. The Emma Lazarus poem was then added to the pedestal to acknowledge that sentiment, about 20 years after the status was initially dedicated.
