a wealth tax is essentially a tax on owning things. in an imagined scenario where you inherited a large estate but no cash, you'd still have to pay wealth taxes on it, possibly more than you could afford with your income. in that case, the wealth tax serves effectively serves as an order from the government to sell your possessions, because you're not allowed to own that much without also having an income proportional to it.
