For whatever my opinion is worth: I can understand the reasoning behind wanting to protect minors from adult content. Porn can have a long-lasting impact on a developing mind, and what used to only be available in select real-world locations is now streamed freely to any Internet-connected device.
This legislation's intention is probably to create a digital analogue for being age-checked at adult movie/toy stores in the real world. How exactly that gets implemented in a way that's effective, however, is the challenge. Technology tends to advance faster than the laws that regulate it. And I certainly have concern about those legislators who use moral outrage as an excuse to push legislation that places restrictions on vaguely related (or even unrelated) things that they simply don't like.
