This isn't unusual; apparently the IRS is still opening mail from 2020! The easy explanation is "Government Inefficiency!" but this is much worse than before.
Like you, I still see occasional shortages of things on shop shelves. Again the easy explanation is "Capitalism Brittle!" but these phenomena tell me something more subtle is going on. Not sure what though.
