Community apps don't need the outbox model.
Publications become much more like actual Events (as in Parties 🎉).
The author of a publication picks which Communities he's "inviting" (with an editable Targeted Publication event).
The communities either accept or decline that invitation.
The publication now has a "global" state of participants in the reply section (and other sections).
Like an actual party, you're either in or out. And the people on the outside are still

free to talk about the party too.
