This assumes that just because you and your friends don't form governments with militaries that the group over the ridge won't. Groups will ALWAYS form, leaders will ALWAYS emerge, and there will ALWAYS be conflict.
What you are suggesting will turn into "might makes right". And, eventually, people form tribes/gangs who will do/take whatever they desire because what are you gonna do about it?
