I read something relevant recently. Fascists in Italy were a minority when Mussolini came to power. Nazis were a minority in Germany when Hitler took power.
You’re trying to think of fascism in terms of a democracy. That’s not how fascism - or indeed revolutions - work. If you have 10% of the people, you can disrupt society enough to take power. It’s not a guarantee, but you don’t need a majority
