Whenever they're brought in to deal with major emergencies (foot&mouth, flood response, etc) they're fantastic.
Set them to creating temp schools while the RAAC is sorted, have them drop polling stations in hard to reach areas, get them supporting major infrastructure work like bridge building.
It would probably be far cheaper, too.
