As far as I can tell all the other changes that have been released in CS9 have also been released in RHEL9 (and then rebuilt into derivatives). So I'm betting that with all other factors being equal you'd have seen the exact same behavior on your system if it had been running Alma 9 or Rocky 9. Your time will be much better spent tracking down the root of the directory ownership issue rather than distro hopping.
