The %files section for bind hasn't changed since CS9 or RHEL9 has been released, so it wasn't caused by the RPM changing directory ownership from what it expects it to be.

Your suggestion in another comment that you have custom directory ownership and RPM is resetting ownership seems to be the most likely cause. That's just how RPM works, and it will work that same way on any RPM distro.
