The testing code runs this experiment repeatedly while varying the default DNS resolver assigned to the operating system. (Some browsers will notice when the operating system's DNS resolver offers DoH and automatically use DoH in that case.) The test also mimics taking browsers to different locations. (At least one browser turns on DoH for specific countries but not for others.)
