In the Netherlands an excellent cycle path goes from town A to town B, regardless of administrative borders. It's all a standardized design. And it only works due to a top-down mandate.
In Denmark an excellent cycle path goes from town A to the community border halfway to town B. From there there's either no cycle path or it's a completely different design. There's no top-down mandates.
Somehow reminds me of certain issues with #CrossBorderRail
