I recently had my Linux laptop (from 2017) next to a Windows one (circa 2020).
Mine never started the fans and its surface remained cool despite the high temperature of the room while I used it. I know by experience that it starts the fans only when downloading and applying system updates (a matter of minutes).
The Windows laptop instead was just booted and left unused, it did literally nothing for hours. And for the whole time the fans where running at full speed and the bottom was very hot.
