What is the rationale for the for optional “mod 8 restriction” described in FIPS 186-5, Appendix B.9?
“[c is] (An optional parameter) A number from the set {1, 3, 5, 7} that
may be used to add the further requirement that the computed
prime is equal to c mod 8.”
