I believe USB is built with the assumption it's only connecting to one device. An alternative that might be worth considering is a network attached storage (NAS). You could have a third device like a raspberry pi with the external drive attached, and that device could make the external drive available to both laptops over your network. Might not be a good solution depending on your use case, but I thought I'd mention it just in case
