Depends on the budget and location for how practical buying disk arrays is in comparison to building them from expanders and other computers (here it's basically impossible to get decent pre-built arrays at a halfway sane price).

Gluster and Ceph are possible options but require significant investment and upkeep. Whether they're worth it depends primarlily primarily on how critical uptime is compared to every other consideration.

Right, having adequate bandwidth is necessary for self-hosting livestreams at all. The others would just be made drastically slower (though with torrents popularity isn't a bad thing and most decent node programs have the ability to limit the number of connections to prevent problems).

Replicating a livestream-capable setup essentially requires a dedicated network line.

There's also, of course, collocation as an option between full self-hosting and paying a provider.
