This is the Civics lesson our kids are learning right now:
"The rule of law" is just an empty phrase. Courts can be stacked. Judges can be bought. Laws are conditionally applied and enforced, and can be flouted depending on who you are. Legal battles can be won with enough money. Damn the rules. Take advantage of your opponent's desire to play by the rules. Just do whatever you need to do in order to gain and keep power.
