"... we've found that the headings are unfortunately not reliable across our directory so our system doesn't take a look at them."
Yes, there will be broken servers that need workarounds (eg Apache 2.4 and ETags for a start!), but punishing all the good 'uns because life is complicated is NOT the right approach IMHO!
