I've rarely been on a Eurostar with more than a few spare seats, it looks like it's at capacity irrespective of day or time of travel.
Eurostar has the added complexity of border control, which requires additional staff and physical space that they don't have, neither at St Pancras nor Gare du Nord. So they would struggle to significantly increase capacity.
