How about this instead:
Once you have a kid your vote passes to someone under 30 with no kids (selected at random.)
First the father's vote goes, then, for the second kid, the mother's vote. (For couples without a man it's random.)
(Hilariously, when thinking about what might be wrong with this I found myself much more concerned about a state-managed method of identifying fathers as an invasion of privacy than I was about all the other things wrong with it.)
