Sexed bathrooms seem stupid to me; I can't see the benefit. Of course, I'm the kind of man who will rather hold it in until I find a civilized place to go than use a urinal, even by myself, let alone with other men; I find it unhygienic (you have any idea how much it splatters?) & uncomfortable, privacy-wise.
So, fully enclosed, lockable, non-sexed tiny rooms. Pretty sure it saves space, too; the building where I work has only those & not that many of them, but still clearly enough.
