The main reason it's not suitable is because it lacks a warranty disclaimer (technically if you don't disclaim warranty, you are giving a warranty - even though it's pretty clear there is no warranty, the absence is incredibly sloppy) and the freedom to modify, share and distribute the software is not explicitly given ("0. You just DO WHAT THE FUCK YOU WANT TO." - "do" arguably refers to actives where things are done (i.e. you running the software), while modification and distribution are a "make", rather than a "do" thing).
It is actually compatible with every license in the GPL family, only because it doesn't contradict what every license requires;
