Even in the eyes of its creators who I believe created it to protect the privatised model rather than the consumer or environment. It has managed to be so hands off and weak that the whole model is under threat or at least should be.
Still not sure allow Water Companies to mark their own homework would be a big step forward. We would have to have some reason to trust them first!
