Neither network fees, nor bigger blocks solve the spam problem.
On Bitcoin, fees are making it cost prohibitive to spend small UTXOs. But at least you can still run a full node.
Craig Wrong's BSV network features a dynamic block size function to keep fees low. But the storage requirement to run a full node is currently increasing by an average of 600MB every ten minutes.
The only way to prevent spam clogging a network is to prevent the network from accepting spam at all.
