When rent/buy become unaffordable, people live in a tent. (Or car, if they can afford that.) Yes I know many. The police make sure they do not plant vegetables or do anything else productive near their tent (this is actually in the law - you can camp on public property, but not do anything productive). In the hey day of America, millionaires (equiv to billionaires today) would buy land in England and subdivide it for the lower class. Sometimes for low rent as a long term investment, sometimes just giving it away (maybe to disrupt the aristocracy).

Owning some means of production is key to human dignity. Marx recognized this (but his "solution" has the government take away all means of production from individuals).
One thing that was not apparent in the industrial revolution is that advancing technology makes the means of production ever smaller. It is only immature technologies that are heavily centralized because of the huge capital investment needed. Steam looms used to be a huge investment - now you can get a small powered loom for your workshop. Computers used to be a huge investment - now the poorest carry one in their pocket. Spaceflight currently requires a huge investment. But eventually it will be like a Heinlein novel, where a family buys a used spaceship and goes on a tour.
