Catching up on the Net Neutrality discussion on the show and wanted to add a bit of info for you:
ISPs do track their users to monetize the data. I've had to actively opt-out of Verizon trying to opt me into tracking multiple times, and there are other examples of ISPs trying to squeeze extra money out of their customers by selling data or offering targeting of ISP customers for ads.
