The full two hours of this is a (necessarily shallow - people do PhDs on small parts of the total) deep dive on UK fiscal policy, the published manifestos, in the run up to the UK general election. I'm afraid it's only really relevant to people in the UK and a smaller subset at that. The later parts illustrate the tricky bits quite well. Good background noise. No such thing as too much information about important stuff when there's the luxury of time to think about it.
