I don't know if you listen to Security Now but they've covered Google's attempts to replace 3rd party cookie tracking with other things and it does sound like the reason this DOESN'T happen is because of lobbying by the rest of the tracking cabal via the EU.
Certainly cookie warnings (for 1st party cookies) that the EU pushed on everyone are a complete red herring and a pain in the arse.
