So if a player rolls a 15, but they're pretty sure it's not enough, they use Inspiration, they roll 10, which they must use... so now they have a 10 instead. Their situation has gotten worse not better.

Whereas in 5e '14 rev., it grants advantage. So the same player would end up with the 15 they started with instead since the new roll wasn't an improvement.
