Completely unconscionable. They're not precision guided without the addition of additional packages (which have been sent in much lower numbers) and the size of the blast is highly indiscriminate. Completely innapropriate for use in any sort of densely populated urban environments. Deaths have been documents 1/5 to 1/4 mile away from the blast center.
