my specific suggestions are:
1. add a web interface for the BTS so that it's a reasonable alternative to e.g. github issues in the eyes of an average user
2. add a splash screen in the installer telling the end user to use the Debian BTS first
I suspect that would go a long way, and it seems like a straightforward change, especially (2)
