Most users do not seem to know that they are expected to reach their distribution first, and that it’s the job of the distribution to contact upstream if and only if the reported bug is actually an upstream bug. (not limited to Debian by the way, this is how it should be done for any package from any distribution)

I wish I had suggestions on how to improve that, but to be fair right now I’m mostly stuck noticing the less-than-ideal situation and not knowing how we can progress further. Debian even provides tooling for that (reportbug), but it is not a big help if users do not know about these and their first move is to report their bugs to the upstream without going through the distribution bugs tracker first, or at least trying to build the upstream source to see if it is affected by their bug.

As is often the case with software development/maintenance, we are much better on technical topics than we are with communication.
