I also don't like that some neglect to vote. It is possible and advisable to vote AND organize to improve the structure of the process.
It is like a game. If one knows it's unfair, it's not fun. If you decide not to play, you can't expect others to stop or care that you're excluded. But if you show HOW the game is unfair, everyone will want to play a fair game instead.
Justice is in that sense of interdependence that everyone can trust includes and requires each of us.
