The phrase I see in all of the news articles is "$2.2 billion in grants and $60 million in contracts". I haven't come across one that enumerates exactly what that money was earmarked for, but the word "grants" suggested to me that the lion's share was gifted, and not under contract. *shrug*

I'm with you that governments also shouldn't be using threats of withholding money to coerce people (though I think that ship sailed more than a century ago). Trump shouldn't threaten to shut off the spigot of free money unless they do what he says. He should just shut it off. And remove the valve. I'm of the opinion that the federal government shouldn't be handing out free money anywhere, and shouldn't be entering these contracts.

If you think about it from the other side, it's absolutely insane to enter a "longstanding business contract" with an organization that produces nothing, has no incentive to uphold contracts, employs violence to get whatever it wants, and changes leadership every four years.

Yes, ending a payout is disruptive for the people who have grown accustomed to free taxpayer money. But my sympathy is limited, because it's MY money.
