Of course, this is a bit of a sales pitch for their own offering, and if "parental controls" is a differentiating factor, and if they're genuinely doing something better, then I hope it works out well for them - competition in the market is good.
But the average consumer would have to go out of their way to find and choose and ISP which didn't offer network-level parental controls.
