It's a weird article, in a way, because many large consumer-focussed ISPs have offered parental control functionality for years.

I've advised on parental controls and content filtering since 2005ish, so 15 or so years before that company was even registered!

I don't know any ISP which doesn't offer consumers the ability to tune their "online experience" through one mechanism or another, including by letting them select their choice of DNS server.
