Could you explain more? Like in what situation would that be the case? Everyone makes their own independent decision to choose which fork to install, and each developer independently chooses which PR to accept in their own repo, except core, and those with more than one maintainer who has the burden of coordination. Common wisdom in software development is to keep teams no larger than 6 devs for that reason (coordination). So if that wisdom holds, then the most he could be is an army of 6.
