They're not. That is the simple answer. Someone posted yesterday that they've done something like 53 TOTAL tests for H5N1 in humans. They literally have more infected dairy herds than people tested for H5N1. They're essentially sitting back and waiting for people to start showing up in hospitals in drove. Nothing they're doing could in any way be used for intervention, if the disease started to frequently jump to dairy workers, to prevent its spread to the broader community.
