Nope. At least, not "pay-on-the-fly" as you post notes from your favorite Nostr client.
The closest I know of is cellar.nostr.wine, which is more of an archival relay that charges 1 sat/note per year, but you have to preload it with a balance of sats that it pulls from as you add notes to the relay.
