The solution is very simple. Bikes. Bikes are very good. They work. They are silent. Big ones are inherently slow to accelerate, which is good, actually. Their size is limited by humans' abilities. This is good, actually.
As soon as there are motors, the whole way of moving changes, in ways that aren't compatible with bikes.
