there is a whole academic and practical discipline around this problem and there are tons of underemployed people with MLIS's who can do records management. You have to have a retention schedule and other processes in place for AI/ML to help from there. Someone has to manage the strategy and the AI implementation of it, even if there are parts that are augmented by ML.
