Yes. Ecash can be "backed" by anything. It can also be backed by nothing at all. In the end, it is a promise from the mint and typically that promise as to what you are getting is clearly communicated before you purchase them.
The unit can be changes in the protocol. Typically it is denominated by sats, but the mint can specify any denomination they want which is one way to clearly communicate what you are getting.
