Here's a wallet ID that isn't on a customer account on an exchange: 1A1zP1eP5QGefi2DMPTfTL5SLmv7DivfNa - it's Satoshi's.
And there are many, many others. Bitcoin existed long before crypto exchanges with customer accounts ever did.
