Basic idea: killing a politician was not murder, but a political protest. After any such action, a local convention is called. If not enough people agree with you, then you replace said ex-official (running the same risk if you screw up). If most people do agree you did the right thing, then there is an emergency election to select the replacement. Refusing to serve is not an option.
