Conversely, I'd say it is a bug with the system/computing environment that there is no way to safely run arbitrary commands (a fully isolated temporary environment) without causing problems for the user.
QubesOS is about as close as "mainstream" OSes get to doing so and it's still a fair ways off (inducing resource starvation/DoS is entirely possible without any permissions, there aren't sufficiently granular resource limitation toggles to prevent it).
