The fee you charge for that block space labor you provided to the network is 3.125 BTC.
You earn the right to *announce the coins into existence* then everyone on the network checks to make sure you did the work.
Layer 0 is the difficulty adjustment bidding system that auctions off these 3.125 BTC in exchange for the blockspace you produced. The bid amount changes in the form of difficulty adjustment. The BTC aren't created into existence, but rather thawed from the timechain. They were already there locked up in the future. You can see them.
