tl;dw: the bed thermistor is typically mounted on, or very near, the heat source for a heated bed. Thus, what it's reading isn't temperature on the surface, which is much colder even when the thermistor reads the target, and might actually _never_ get there. The thicker the bed, the more this phenomenon.
