1 of my 3 cats does that. She will make the meow motion with her whole face and mouth but nothing comes out. Or it will be like..."ah". I was worried, since I inherited her that she didn't have a voice. But when she is in her room looking out at the sky she wails. Wowowowowwww so she's got a voice. But still mostly all the meows at me are silent or a cracking sound.
