The medical examiner's autopsy report did find a number of drugs in Mr.Garcia's system, but went out of its way to point out that the actions of law enforcement may have contributed to Mr. Garcia's death.
As is almost always the case, Salt Lake County DA Sim Gill declined to file charges against the officers.
